Spiro Radulovic from Serbia with the cartoon "Periscope" won the 52nd International Cartoon Contest Knokke-Heist. The decision giving to Radulovic this year's Golden Hat was made by a jury consisting of Fleur van Groningen, Katrien De Vreese, Jos Collignon, Eva Mouton, and Klaas Storme (Zaza).
Jury statement for Golden Hat:
Metaphor for the contemporary man seeking. Snorkeling with a periscope is the absurd image of modernity instead just to swim and enjoy, we dive under oxygen bottles and then we use complex machines to get back above water to watch. Man makes everything more difficult than it is.
The Silver Hat goes to Nikola Hendrickx from Belgium with the cartoon Shit!
Jury Statement for Silver Hat:
The turd is afraid of being crushed, the shoe is afraid to be smeared. both pulling learn fear. a dynamic that you find in many situations: politics, love, work, ... This joke laughs with the human ego and therefore universal and timeless.
The prize of the Fund David is also for Nikola Hendrickx.
The Bronze Hat this year was for Victor Crudu from Moldova.

We have gone for diversity in our top three.

1.The theme for the 13th International Editorial Cartoon Competition is:
Hard times and free speech
When journalists and cartoonist face economic uncertainty or threats to their employment, there is great pressure to give up on tackling tough stories, give in to self-censorship or give attention to sensationalist journalism in the service of commercial sustainability. But can free speech survive hard times?
2. Prizes: three prizes will be given: a first prize of $1500 plus a certificate from the Canadian Commission for UNESCO, a second prize of $750 plus a certificate, and a third of $500 and certificate. All sums are in Canadian dollars. Ten additional cartoons will receive an ‘Award of Excellence.’ Regrettably no financial remuneration accompanies the Awards of Excellence.
3. Only one cartoon will be accepted from each cartoonist. It may be either in color or black and white and must not have won an award.
4. The size of the cartoon should not exceed A4; 21 by 29.2 cm; or 8.50 by 11 inches.
5. The name, address, telephone number and a short biography of the cartoonist must be included in the submission.
6. The Canadian Committee for World Press Freedom shall have the rights to use any of the cartoons entered in the Competition for promotion of our Editorial Cartoon Competition and World Press Freedom Day. Entrance by the cartoonist is deemed acceptance of this condition.
7. The winners of the Cartoon Competition will be announced at the World Press Freedom Day Luncheon held at the National Arts Centre in Ottawa, Canada on May 3, 2013 as well as being advised by e-mail. Rules 2013 for the 5th Cartoonale "De Geus", Lebbeke, Belgium
FIFTH CARTOONALE “DE GEUS”
RULES 20131. ORGANISER
The cultural association ‘De Geus’, Belgium organises every two year a cartooncontest.
2. PARTICIPATION
Every persoon older than 16 years may participate in this contest.
3. SENDINGS IN
The cartoons sent in should be original and not published before. All graphic technics are allowed. Text is not allowed.
The themes treated are free.
The cartoons should be drawed on solid paper of 21 cm x 29,7 cm (Din A4)
There is no restriction of the number of sendings in.
On the backside of each cartoon the name of the cartoonist must be mentioned with his address.
4. DEADLINE
The cartoons (without passe-partout) must be solidly packed and at latest the 1st of September 2013 sent tot the following address together with the entry form:

5. RIGHT OF PUBLICATION
Participating in the contest the cartoondrawer agrees that the cartoons sent in will be used for an exposition as mentioned in the rules. The awarded cartoons remain property of the organisers.
6. JURY
The jury acts autonomously on awarding prizes.
There is no correspondence allowed with the jury about his decisions.
7. PRIZES
By the jury five prizes are adjudged:
1st prize : 700 Euro
2nd prize : 350 Euro
3th prize : 200 Euro
4th prize : 150 Euro
Best Belgian cartoon: 150 Euro.
8. EXPOSITION AND DISTRIBUTION OF PRIZES
The results of the contest will be announced on Friday the 18th of October at 19.30 h in gallery ‘De Fontein’.
A selection of the cartoons will be exposed in art gallery ‘De Fontein’ in Lebbeke on the 19th and 26th October (14.00-18.00 hours), and on the 20th and 27th of October (10.00-12.00 and 14.00-18.00 hours).
9. SENDING BACK
The cartoons will be sent back only if it is marked on the entry form.
The organisator is not responsible neither for lost nor for damaged cartoons during the sending in and sending back.
10. By his or her participation the artist agrees with these rules.

3. The authors can participate with a maximum of 3 works (Cartoons or Strips) inherent to the theme proposed in connection with the man, his existence and the society, seen in humorous view-point. The works, for being able to be comprised all over the world beyond every linguistic barrier, will have to be without dialogue or texts.
4. The works must be sent by email to info@umoristiamarostica.it together with the application form with all the data of the author or using the form on the site www.umoristiamarostica.it.
The works, in black/white or color made in any technique, must be in GIF, JPG, PNG or PDF, 300 dpi resolution, saved in high quality, weight max. 5 MB. Files larger will not be accepted.
5. The deadline for works reception is March 18, 2013.
6. The authors selected by the jury will have to send the original works or digital prints numbered and signed. Photocopies are not accepted.
The works must be sent (postage paid by the sender and without frames or glass), by April 15, 2013 to the following address:

12. The prize-winning works will not be returned and will be included in the collection of "Umoristi a Marostica Museum".
13. The "Gruppo Grafico Marosticense" reserves the right to authorize the reproduction of the work citing the author with the words "Taken from Umoristi a Marostica", without any payment. The "Gruppo Grafico Marosticense" is not responsible for transport damages.
